Buy a Lego minifig, preferably one that has a great smile and a twinkle in his eye. Find him amongst many Legomen at the Lego Store or in an online site.
Find him at a cheap price because you will be modifying him anyway. Wherever or however you find him, make sure that his hair is dark and that he looks good in a suit. Get one in a suit, preferably someone wearing a bowtie. If not, brace yourself in painting him with a decent Armani.
Go home and start working. Do not give him a mustache unless you’ve changed your mind and want Charlie Chaplin instead. Give him a seductive smile, after all, James Bond will have to woe a lot of girls. When done, prepare his car if you hadn’t already. Make sure he has a gun and that he trains at the MI6 Headquarters.
Make him live his jet-setting life –ride a few planes, land a few, save a few girls and save the British Government as a whole. Have him crash a few luxury cars and make him into the playboy that he is.

Have him pose for a few pictures with his gun in tow. Make sure that you print this in classic 007 style –make him famous.
Have him spy on a few people, give him the excitement that an international playboy ala covert agent deserves. Have him jump from buildings in a suave manner. Give him a British accent.
Have him attend a few posh parties in the best Lego cities and have him crash a few. Have him meet a lot of beautiful ladies and let him break a few hearts or maybe more than a few. Have him break a few necks and shoot at enemies. Give him a villain with strange name or maybe a lot of villains with code names stranger than the first. Do not let him die. Let him live forever. After all, he is Bond, James Bond.
